Sir,

I have the honour to transmit for your con-

-sideration the enclosed copy of an application, dated the 13th. of October, 1911, from the Subordinate Staff of the Post Office for an increase of salary. The Petitioners were informed that the question would be considered on the return from leave of the Head of the Department. Mr. C. McI. Messer did not return till the end of March last and the matter was held over for me to deal with. Hence the delay in laying the question before you.

As regards the hours of work in the Post Office I may remark that Mr. Hesser reports that on the whole there is no real cause of complaint. The work is not regular. On some days very long hours are required. On others the hours are not long. Extra pay is given for work on Sundays and holidays.

I deprecate any comparison with the salaries paid in the Straits Settlements. Unless an exhaustive examination is made of the conditions in each Colony such comparisons are like-

-ly to be misleading. The only useful comparison that can be made is between the salaries paid in the Government Service and in Mercantile and other offices in Hongkong. Speaking generally the salaries paid in Government Departments compare favourably with those paid in Mercantile and other offices in this Colony.

There has undoubtedly been a substantial in- -crease in the cost of living during the last 10 years. But during
